The problem with water is not the underwater part, but the interface between the air and the water, which forms a moving mirror. That moving mirror reflects all the dots and markers, and … it creates thousands of false targets, so we’ve had to figure out how to get around that problem, which we did. … It’s taken us about a year and a half now to work out how we’re going to do it.”
Official Release Date for the Movie

The movie starts after a period of 16 years since Na’vi repelled the RDA invasion. However, RDA now is being ruled by a different leader who is not really the best choice as far as Na’vi is concerned. Avatar 2 Movie Review
Avatar 2 Movie Review does confirm that the movie does touch the innermost chords of the viewer’s hearts, but its not the narrative that has been able to do so. The special effects are the primary takeaway of the movie, as it sweeps the audience off their feet. Apart from the VFX, the actors have put up a performance which can be termed as phenomenal and can be considered definitely for a one-time watch.
